I. This Agreement is entered into between the Unemployment Insurance Agency of the Michigan Department of Energy, Labor and Economic Growth (hereinafter "UIA"), the Bureau of Workforce Transformation of the Michigan Department of Energy, Labor and Economic Growth (hereinafter "BWT"), and the Michigan Department of Corrections (MDOC), Patricia L. Caruso, Director of the Michigan Department of Corrections and a public official of the State of Michigan, and The University of Michigan (U of M) as contractor for Patricia L. Caruso for the purpose of carrying out the research related to the project described in this Agreement.

IV. 10. UIA is permitted to make on-site inspections to ensure that the terms of this Agreement are being met.

X. Denial of Request for Information under Michigan Freedom of Information Act
To the extent that any of the parties to this Agreement is a "public body" within the meaning of Section 2 of the Freedom of Information Act, 1976 PA 442, the information provided under this Agreement is exempted from disclosure by such public bodies under Sections 13(1)(d) and (e) of the Freedom of Information Act.
Administrative fee for data
VII Reimbursement to UIA and BTW of costs. The cost estimate is based on the understanding that this is a "one-time" request. The cost estimate is based on the estimated programming and testing, followed by release of records found.
The cost estimate is $3,750.
IV. 5 . . . . Further, each such staff member will sign a confidentiality agreement, by which they acknowledge their obligation and commitment to keep confidential data secure and to use such data solely for the purposes of making the kinds of analyses described in Part I of this Agreement and not in any capacity not directly related to the conduct of this research project. These agreements will instruct all project personnel having access to the information as the confidential nature of the information, the safeguards required to protect it, and the sanctions, in both civil and criminal law, for noncompliance with the confidentiality requirements pertaining to this information.
IV 11. MDOC and each of U of M agree that information it furnished to any other party will be provided only in aggregated form, and that such aggregated information, when used in combination with other publicly available information, could not be used to derive confidential information about any employer or individual.
IV. 8. MDOC and U of M will destroy all individually identifiable information collected from the UIA when its use for this project ends, utilizing an approved method of confidential destruction of all media the data resides on including computer hard drives. Removal medial will be destroyed by shredding, burning, or certified or witnessed destruction. Data will be removed from hard drives by secure erase software. Magnetic tapes are to be degaussed or returned to UIA.
