I have an international collaborator and need to include the Federal Wide Assurance (FWA) for his institution. He does not know whether his institution has this or not. What do you suggest?
You can look this up on the US HHS website:
Office for Human Research Protections - OHRP
You can search for domestic/international FWAs. There is also an institutional review board (IRB) registry.
If your international collaborator is at an organization without an IRB, the registry is helpful because it provides a list of institutions with an IRB in a locality.
