I would like to merge voting district shapefiles for counties into a state file. I could do this manually in ArcGIS, but it seems like it would take a long time. Is there a solution?

There is free software - GeoMerge that will do this for you.
GeoMerge from VDS Technologies
It works very well. The most time consuming part is downloading/unzipping all the shapefiles.
