Frey discusses urban-suburban, north-south shifts in African American population

William Frey says that among cities with the highest concentrations of African Americans, more than half are showing declines in this population - including Detroit, Chicago, Oakland, Cleveland, and Atlanta - as blacks move to the suburbs.
