Making the Invisible Visible: Challenges of Measuring Gender and Women’s Empowerment

The DHS is one of the largest household-based survey programs in the world and provides nationally representative data on demographic, health, and nutrition indicators for the developing world. Dr. Kishor has been leading the effort to integrate gender into the DHS for over a decade-- both by defining the gender indicators to be measured and by conducting research that puts a gender lens to demographic, health, and nutritional outcomes. In her talk, Dr. Kishor will share some of the challenges inherent in this integration, and how they have been overcome. In particular, she will delineate the conceptual framework that has guided the measurement of gender in the DHS, the links between gender, health, and women’s empowerment, the constraints in selecting appropriate measures, and the reasoning behind the measures that have been defined. Further, she will discuss the lessons learned and share what she believes to be the way forward for meaningful measurement of gender and women’s empowerment.
