The American Community Survey (ACS) is part of the Decennial Census program as it is the replacement for the Census long-form. All questions ask in the Census and the ACS have to be approved by Congress. Here’s the justification for the 2010 Census (and ACS) questions:
Because the ACS is part of the Decennial Census, it also is mandatory. Here are some articles that indicate some discontent about this. Will it be an election issue? Don’t hold your breath although the RNC has taken a stand on it (NY Times, August 19th article).
