The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 ended entitlement to cash assistance for poor families with children and relinquished to the states authority for decisions about most policies affecting welfare recipients. Within a few years, welfare caseloads dropped dramatically. This paper examines several other effects of PRWORA across the nation, looking at the economic environment since 1996, the effects of welfare reform on work and economic well-being, and policy implications.
