Incentives for Data Producers to Create Archive-Ready Data Sets

This project, a partnership among the University of Michigan School of Information, the Inter-university Consortium for Political and Social Research (ICPSR), and the National Institute of Justice will investigate the current state of practice in preparing social science data and documentation for archiving and dissemination, and will develop methods and incentive mechanisms to encourage data producers to create “archive-ready” datasets that are easily ingested into a repository. These are datasets that meet the requirements set forth by archives in terms of data formats, documentation, quality control, human subjects protection, and so forth. The project will lead to a better understanding of the obstacles data creators face in preparing data for deposit; a more realistic distribution of responsibilities between data producers and archive professionals and better coordination between the two groups; incentive mechanisms that increase cooperation; and revised guidelines for data deposit that reflect data producers’ capabilities and motivations.
