Thompson says riots signal need for political reform.

a PSC In The News reference, 2016

This piece posits that, although riots often look like chaos and destruction, they can and often do serve as part of a coherent political movement that leads to substantial reforms. Heather Ann Thompson says that riots can be viewed as legitimate political action against long-term systemic failures. "Riots never come first," she says. "They only come after a sustained attempt to change whatever is the problem through other means."
