Systems that were devised to treat each case as potentially fraudulent are now rushing to deal with millions of newly unemployed people.
"All of these things, they're small," said Luke Shaefer, PSC Faculty Affiliate. "If you looked at them on their own, you might imagine they're totally reasonable. But they end up, layer after layer, adding red tape."
