Impact of the Healthy Michigan Plan on Uncompensated Care & Insurance Premium Rates FY2017

The Department of Health Management and Policy, in concert with the Institute for Health Policy and Innovation (IHPI), at the University of Michigan has assembled a team of health services researchers to partner with the Michigan Department of Health and Human Services (MDHHS) and the Michigan Department of Financial and Insurance Services (DIFS) to analyze data and prepare a report that: 1) provides an update to the baseline level of uncompensated care borne by hospitals in Michigan during state fiscal year 2014 and 2015; and 2) provides an updated assessment of how uncompensated care has related to insurance rates and insurance rate filings in Michigan during state fiscal year 2014 and 2015; and 3) provides an updated assessment of the impact of the Healthy Michigan Plan on rates filed with the DIFS in fiscal years 2014 and 2015. This report meets the requirements of PA 107 of 2013, sections 105(d)(8) and (9).
