Healthy Michigan Plan Impact on Hospital Uncompensated Care Costs FY 2020

Research Project Description

The Ross School of Business at the University of Michigan has assembled a team of health services researchers to partner with the Michigan Department of Health and Human Services (MDHHS) and the Michigan Department of Financial and Insurance Services (DIFS) to analyze data and prepare a report that meets the requirements of PA 107 of 2013, sections 105d(8) and (9). This proposed project: 1) provides an analysis of the level of uncompensated care costs for each Michigan hospital; and updates to the baseline level (defined as 2012-2013) of uncompensated care borne by hospitals in Michigan during state fiscal year 2018; and 2) provides an updated assessment from baseline (defined as 2012-2013) of the impact of the Healthy Michigan Plan and uncompensated care on rates filed with the DIFS through fiscal year 2018. The primary deliverable is a report to MDHHS and DIFS for their approval and submission to the state legislature.
